I find a good tactic is informing them that you will be contacting the state Attorney General's office. I had to go this route a few years ago when Verizon tried to tell me that I had never paid a deposit even after I faxed them a copy of my credit card statement. I had my refund two days later...
If they don't respond, then follow up on your threat.
