Cingular will be the only carrier to have the Treo 680 as far as we know. At least, Palm to this point has made no announcements other than the 680 is coming to Cingular. You could buy one unlocked and use either on Cingular, or T-mobile, however, sprint/Verizon is a big question mark with the 680 at this point.
As far as what it lacks, besides a visible antenna

is no high speed data radio (still using edge, and cingular is rolling out the new HSDPA data service, and offering a few WM phones with it), the 700 has 128 megs of memory, the 680, 64 megs. The 680 has a smaller battery. It is still rated the same as the 700 however. The 680 has a slightly thinner case than the 700. The processor, and display are both the same. The camera appears to be the same camera that is found in the 650. The 700 has a 1.3 megapixel camera. I have not been impressed with any indoor picture I have taken with my 650 . . . . Outdoor pictures are tolerable.
There are probably some other differences, but these are the ones I have discerned just looking at the spec sheets.
