It's both. T-zones blocks port 80. To configure Toccer to work on T-zones, change the TOC port from 80 to 110.

For those needing more detailed instructions:

Open Toccer
Press the menu button
Select Edit Profiles under Prefs
With your profile name selected, click Edit
Change the value in "TOC Port" to 110
