Outlook for Windows mobile has more functionality that just email. A couple of additional functions such as contacts and notes, I use frequently.

In addition, Outlook for Windows mobile also syncronizes with Outlook on the PC. With the operating system on the Treo , Outlook for Windows mobile and Outlook on the PC, being developed by Microsoft, these products 'talk' to eac other. In addition, with many company using Outlook for corporate communications, this inclusion of Outlook for Windows mobile extends this communication for corporations.

I am not saying that this is the best approach or even saying it is a good approach, I am just trying to explain the point of Outlook.
