I have found that for me the easiest thing to do is to copy the .cab to an sd card then acess the sd card on the phone and click the cab file.
Note that not all programs will install or run on a windows treo; there are lots of posts here from folks that dont seem to understand that 700p and 700w are two completely different op systems.
