If your phone does not boot up or turn on I would do a hard reset. This will erase any 3rd party programs or data on the phone. If yours won't boot up I do not think you have a choice.

The treo does not turn off. You can turn off your phone but the pda part will stay on in sleep mode. I have copied hard reset instructions below:
Before you do a Hard Reset, back up the info on your device. A Hard Reset will erase everything on your device, all data will be removed. All preferences and formats and all other settings will revert to factory settings. Be sure all of your third party applications are backed up as well.

Hold down the Power button on your device. (On the Treo 600, use the one on top, next to the antenna.)
While holding down the power button, use your stylus to push the Reset Button on the back of your device.
When you see the "Palm Powered" screen appear, you can release the Power button.
A screen will appear asking if you want to Erase All Data. Press UP for yes (Hard Reset). Pressing any other button will perform a Soft Reset.
Your Treo will lead you through a recalibration. Once that is done, you can reload your backed-up information and applications.
