EDGE speeds in Chicago area - what's up??

Anyone have EDGE in the Chicago area? I regularily stream a radio station via my 650 and was able to pull down a pretty reliable 128k stream for months, then all of a sudden I can't even get a reliable 32k stream - in fact it now acts just like my old GPRS connection.

I've checked all the network settings, hard reset the phone and reinstalled everything and had Cingular reprovision the EDGE setup for me. I've caled them 4 times about it and they keep telling me to just wait and see since I am well within the boundry for EDGE and everything "SHOULD" be working.

I'm lucky if I get 25k download speeds.

Anyone else experiencing this?
