I have had the 600 and now the 650 (both with Cingular). My reception is better with the 650 - but the signal strength is the same. Basically, I haven't had any signal issues, but friends tell me they can hear me better using the 650.
With any service, mileage may vary depending on your location. Signal coverage is more location specific than Treo specific. At least, that's my take..

I live in hilly Seattle. No worries on signal strength. Seems to be great or as good as what anybody else gets... at Vail, CO it was a little better than my friend's fancy sony/ericsson. Last fon was a tiny siemens that was supposed to have the best signal rating possible...650 is equal to that no worries.
I had 2 treo 650's, one from verizon and one from cingular. In my house the reception is not that good but the other Motorola (Verizon phones) I had worked pretty good. The verizon 650 was very bad. I had the 2 treos side by side and the verizon would get the "no service" intermittently. The cingular was just fine. Also, I took the 2 treos with me around town. Sometimes the signals were the same, but most of the time the cingular treo was better. I am thinking (hoping) it is the verizon treo that is the problem. I will be getting a new one when they arrive this Friday or Monday, we will see then. I know from personal experience using other verizon phones that verizons coverage is great.
I live in Southern California, at my House I have the Moto v551, and the t650. t650 wins hands down, amazing reception. Dropped call's are also rare for me.
I am in the Ft. Laurderdale area and my treo signal strength is often poor and dropped calls is often. I love the treo 650 but this is unbearable. I had sony ericcson with cingular and had great reception....
