The 700wx allows you to make songs ringtones without having to install any other software.

    Go into settings...Sounds and Notifications...Manage.
Then click menu... add... then navigate to your folder with your music and just pick a song and it will create a ringtone from the song

Switch has a free release that allows you to convert from XX to XX - that is, from WAV to MP3, et cetera. The link is http://www.nch.com.au/switch/index.html.

Which one are you refering to because theres a big difference...ringer is what you here and call tone is what the caller hears. Call tones are stored on the network side so you'll never actually see it. You would have to be it from the carrier. Someone already told you about the windows mobile they dont need any software to make the ringers but for Palm OS there is Mini Tones. It is a nice piece of software you can clip the song to the portion of it you wish to use ase a ringer then to free up space on your device you can unistall mini tones and you keep your ringers.
