Do you have to buy the GPS module for 300? Or can you do GPS for just the 150?

The package that I got comes with the software (for loading the program and maps) and also a GPS receiver. You need both. However, I think I have read about people using the software but another receiver. I can't help you with that ... sorry!

is there monthly payments....or if i were to buy the tom tom can i just set it up and don't need to pay for any other fees?

According to what I have read, if you want to go with a GPS for your Treo, the only one really to consider is that TomTom one. It seems to be a pain to install but it also seems to be the fan favorite around most boards.
All I really remember is that they made 2 different receivers. One is more up to date and it seemed most had better responses with it. If you look in the bluetooth forums on the main boards you will find a ton of info.

There are two popular bundles. The TomTom 5 Navigator bundle features the TomTom software and a Sirf III chipset receiver. Palm has a Navigator bundle that features the same software, vehicle mount and what I believe is a Sirf II chipset.
Here's a review of TomTom Navigator 5.
Installation is a pain, but the software completely rocks once set up.
