Someone gave me their memory card to view some pictures. Can I view the pictures from my phone and if so how do I pull them up?

The Treo's built-in Media app only knows to look in one directory for photos: a folder called DCIM at the root level of the SD card, and can't be instructed otherwise. You can either use a more feature-rich 3rd party photo app (you may already have SplashPhoto bundled with your Treo or another app) or copy the photos to this directory on your own card.

The easiest way to do the latter is on your computer with an SD card reader. Copy the photos from your friend's card to a temporary folder on your desktop. Swap cards in the reader and copy the photos back to your card's DCIM folder.
