My phone is powering up constantly, won't get past the palm screen. I did a soft reset and this stops it, but the phone won't turn on. Saw a post regarding needing to do a hard reset - but if I do this will I lose all my contacts? Can I still sync with my PC and then do a hard reset?

If the treo will let you sync go for it. Besure to set the hot sync manager to the settings you want to save your data. After you sync double check that your info is on the pc.
It should work, just reread your post and the phone app is causing the treo to reset so you should be able to sync. Did you put some third party software on the treo recently? If you did you may want to uninstall it then do a soft reset to see if your treo will be back to normal.
It sounds like you won't be able to hot sync (but, as plunker said, you can try), and a hard reset will lose your contacts, etc.
Before you hard resetm try a warm reset. Hold the up arrow of the 5-way pad, use the stylus to press the reset button, and hold the up button until you see the Palm logo. If this works, hot sync only the address/contact/task/memo/event conduits, and then hard reset the Treo.
When you rebuild it, I suggest hot syncing only the above conduits (make sure to have the conduit set properly!) and reinstalling any apps one by one.
