650 vs 700 is based upon your choice of OS. You also have to consider that the Treo 650 is a 4th generation product. The 700 for all intensive purposes is a completely new product - considering it will be the first to run Windows Mobile.

The
Core Pocket Media Player supports various compressions - although I'm not sure if it supports H.264. Best of all, it's free. I'm converting to mpeg 4 and it's working well on both the Treo and the iPod video. Where are you outputing the video from?
