Need Help!

I recently purchased a Cingular Treo 650 on ebay and when I put in my cingular SIM card, a message said "This phone can't read this SIM card" well something along those lines. I've called Cingular asking if there's anything i can do, and they've told me to go get a new SIM card. So i've done so and it's still not working. After hours of research i've only come across a few other solutions, such as unlocking, or buying a new phone. Is there anything I can do other than unlocking my phone? To better help you, let me ask you a few questions:
If you can get it unlocked, would you consider it?
Do you know what service (AT&T, AllTel, etc) the phone was on before?
Can you move the phone to the service it was on before?
