This is Kevin from Palm. Sorry to hear about the issues, and they could be due to the drop, but there are a couple of things you might try. First, those Lithium Ion batteries do not have memory, that's one of their advantages. Take a look at the Palm Knowledge Library article
"Battery won't recharge". There are some basic troubleshooting steps there, but the part about resetting the internal charging circuitry via an in-cradle reset might help.
I don't know if the randomly turning off issue began after the drop, but there was an issue that could cause the radio to turn itself off on Cingular Wireless Treo 650 smartphones due to the SIM tray. There is a diagram of the SIM tray that you can compare to yours, and info on how to replace it, if necessary, in the Palm article
