Do only the pictures turn out fuzzy, or do movies turn out that way too? I am assuming this is a new treo and not one that has been dropped, thrown, kicked, etc..( Eventhough I have dropped mine many times, as well as kicked it, and it still works
). The only tip that I can think of is to ensure you are holding the treo steady while taking pictures. If you are and the pictures are still fuzzy, then it may be a manufacturing issue. I would take it back, and get a replacement.

This can depend on a LOT of things, especially how critical you are in what you're expecting. Conditions can have a big effect on focus, too. If you're shooting in well lit environments then they should be decent. Subjects with some contrast in them might look sharper, too.
If you're in dim/low light situations there will be some movement on your part that will make the pictures look blurry and more out of focus -- this will happen with any camera as well.
I see the Treo's camera about the same as a inexpensive camera without a focus or exposure control. I get acceptable pictures that are in focus enough for my quick snapshot needs.
Have you looked at the Photo Gallery to compare what they've got to what you're getting?

Typos are there for those that look for them. I try to do something for everybody.

Is there any adhesive on the lense?
This is a plastic element (compared to glass elements of camera lenses) and will be a little soft regardless.
Use a little Windex and a cue tip (spray the cue tip with windex) to clean it. Maybe that will help.
