I am not sure I understand. Programs in Palm only run one at a time. I don't know what you mean they are minimized????
When you are using a program and start another program the first one is shut down as far as I know.
The 650 RAM situation is a product of not enough, not that multiple programs are using it at the same time.
To maximize your memory you should look into a program like ZLauncher and run as many programs and store as much as you can on a card instead of on the Treo. Note that programs which interact with things like the calendar, alarms and the like usually require they be in the Treo memory in order to properly function.
Please clarify if I have misunderstood you.
