SMS Setup

Hi to all Treo users,
I just changed to the Treo 650 and in general I'm quite satisfied. However, I work in Kosovo and use the SIM card from Alcatel/Vala. In my old phone I had no problem to send/receive SMS. In the Treo 650 I only can receive SMS but I cannot send one. The error message "An error occurred (4059) when sending this message. Please check the phone number or email address and try again"

I tried to access the SIM Service Menue and it gives me the message
"Unable to retrieve the SIM Services Menue. Either there are no SIM services provided by your mobile operator, or there was an error when talking to your SIM"

I tried this SIM card and it works in my old phone. I also tried another SIM card (German number) and I can send/receive SMS.

How can I setup the Message Center in order to send SMS.
