I've never used it for music, so I won't touch that.
Ringtones.. You can copy MIDI files to you phone and use those. But there is a free application called minitones that will allow you to use MP3 files.
It is extremely easy to use if you have a memory card in your phone, just use the installer to install the MP3 files on the card, then the MP3 files will appear as a choice in the "prefs" program under "Phone Sounds".

Ringtones can be made. Follow the link here.

Yes you can download music but you will need to get a memory card (sd up to 2 gigs) Your treo has very limited memory.

Installing music - if you have a card reader, that is the way to go - much faster than syncing it and definitely much faster than doing it via Bluetooth.

MP3 files on the card are then played with TCPMP, Pocket Tunes or Realplayer.
There are several apps that can handle MP3 ringtones. Phone Technician, and Lightwav aren't free and use the files on the card.
Minitones Is free, but converts a portion of each MP3 to AMR and copies it to the device. Although you can now manage these files in the device's sound prefs, it does take up RAM, so I suggest you use it sparingly and keep the tones to ~10 seconds or less.
I prefer minitones' method because I don't like being forced to makes sure I 1. keep the card inserted at all times, and
2. NEVER DELETE those files!!!
