I'm sorry if i wasn't clearer in my post. The continuous hot syncing happens over and over when my treo is NOT connected by a cable to anything. As soon as I attach the cable to my Treo AND plug the treo into the USB port, I am able to end this constant cyclying and use the Treo as normal, including performing a successful hot sync, use the phone, connect to the internet, etc. (Of course, I can't leave my computer or my Treo won't work). If the cable is attached to the Treo but NOT simultaneously attached to the USB port, the problem keeps happening.) I can't understand why having the dable plugged in would correct the problem, while but disconnecting it would exacerbate the problem.
Not sure what you mean by "PIM data"--do you mean just the stuff that comes with the Treo when you first buy it and is present after a hard reset, without any additional, added content in memos, contacts, etc? If that's what you mean, I believe I have completely restored my Treo to it's original state after multiple hard resets. I also deleted all Palm desktop files and the entire Palm desktop program (I have a backup on another computer), and downloaded the software all over again from Palm.com, as if it were new. Even after doing this, the constant syncing problem as described earlier persists ( except when the cable is plugged in on both ends, as described above.)
I haven't been using a Card.
What is a "device-based" backup?
How do I reinstall applications once-at-a-time without doing a hot sync.
Thanks in advance.

When you execute a hard reset and then restore the device with the data from a sync performed before the hard reset, you are reinstalling the problem again. If you execute a hard reset and reinstall ONLY the PIM data, does the problem occur again?
My suggestion is to use a device based backup solution to back up the card, execute a hard reset, reinstall ONLY THE PIM files from the device based backup and see what happens. If life is good then that means something is not good. In your situation if it does not mess up any more, then reinstall your applications one a a time without doing it via a sync.
