It's pretty painless. You can either download the app to your PC and Hotsync it to the Treo, or download directly to your Treo via Blazer. If you check the CD that came with your Treo, you should have a user manual which will walk you through the process.

Download the program to your computer. If it's a zip file, unzip it. Usually double-clicking on it will unzip.
Open the HotSync Manager and go to the HotSync menu. One of the choices should be "Install Handheld Files." Click on that to get a new window.
From there you can either drag the downloaded program onto that window or use the "Add To List" tab and navigate to the program you downloaded.
It should be installed automatically next time you hotsync. I'm a Macintosh guy, but the proceedure for Windows should be very similar.
