I've read that some people feel they don't need volumeCare on the 700 and some feel they do. I use it on mine.

Nearly everyone I've talked to and everything I've read includes battery issues. The batteries are the same; the 700 drains it faster, even without background-running apps, like Chattter, going. With the same usage pattern I had with my 650, I get a little better than half the battery life with my 700. There's no way I could go a night without charging--I'd be dead early the following day.
There are only a few major differences between the 650 and 700p.
1. EvDO. If you live in an EvDO area, the speed may be worth it to you, especially if you surf a lot on your Treo. I don't have EvDO in my area but I got a deal on the 700 I felt I couldn't pass up. I've been through some EvDO areas, though, and the speed is nice.
2. 1.3 megapixel camera. To some people, it's a big deal.
3. More RAM. On the 700, you get about 60megs to play with. It's nice, but not a huge deal if you use an SD card and some launcher to move apps to/run them from your card on your 650.
Some common problems:
1. Battery life
2. 700p seems to run slower than 650
3. Many apps have not yet been/are being updated to support the 700, so they have bugs/issues
4. Many bluetooth headsets that worked great with the 650 don't work as well with the 700
5. Since it's new, some people have had hardware problems out of the box, necessitating an exchange.
