There are bunches of threads that discuss this. There are a couple of applications that convert MP3 files to ringtone files that take up scads of memory space. My suggestion: give a device/card based ring tone management application a go - one that saves the ring tones on the card.
LightWav, RingCare, CallBlock, Ringo, mRing - those are the main ones. The last two, Ringo, mRing - some like, bunches have problems with. LightWav, RingCare and CallBlock are well supported. LightWav contains the kitchen sink. RingCare also has a desktop companion that does the conversions.
I have both RingCare and CallBlock and use RingCare exclusively. LightWav though fits the bill very well, just a bit too much for my needs.
