Setting voice notification

I am trying to set my phone to tell me who's calling when it rings but it's not working. can anyone help?

Under your Today Window select "Settings" > Select "Voice Commands" > Select "Enable" > Select "Phone" > Once highlighted > Select "Options" > Under "Voice Command" you have the option of three boxes > check "Announce Incoming Calls" > hit Okay button. Make sure that "Enabled and Phone" is checked > hit Okay button. You now should be able to hear incoming callers by name that are in your Contact List. By the way some of the names will be clear and others will not be so clearly recognized. Hope this helped.
