verizon & modem link

I have had a 700w for almost 2 years now with Verizon unlimited data plan.
I have been using PDANET and it works most of the time but does drop out on long downloads and extended web surfing with my desktop XP. I just purchased a Laptop with Vista 64 and did all the PDANET upgrades and it does the same thing. My 700w has also been upgraded to 1.2x so I can now use the modem link option. I've done the modem link setup but a Verizon web page keeps coming in on my exployer page and wants an additional $15 per month just to tether thu modem link. Is there any way to get around this? meanwhile I'm still using PDANET, I just thought that the modem link might be more reliable. My contract is almost up and I may just drop Verizon, because I think the $15 monthly charge for something that should already be provided is a ripoff.
