What is microsoft voice command 1.6 and what does it do?

It does text-to-speech as well as speech recognition.

It can announce incoming calls by the caller id, announce appointments as part of the reminder, etc...

You can also tell it do do things like:

Play artist <Band name> = open media player and start playing
Call <contact name> on mobile = dials the mobile number for contact entry
Dial 888-555-1234 = open phone and dial spoken number
Open <application name> = opens the app

You can also ask questions like:
what is my battery level?
what is my signal strength?

How do you activate VC? When I press the button on my headset, it just dials the last number caled.

How about, try to assign voice command to the side button (press+hold):
1. start
2. settings
3. buttons icon.
4. look for HOLD SIDE and highlight it
5. select VOICE COMMAND on assign a program.
6. close all apps and go back to the TODAY screen.

now, try to hold down the side button to activate VOICE COMMAND.. HTH.
