No Network Selection Option Under Network Tab In Phone Settings

I currently have a user in Dubai who can't get service on his Palm 750 (I also have a Blackberry users there who can get service) both users originate from Australia and are connectted to the 3 network when at home.

I have looked under the Phone Settings / Network Tab and have noticed I a few options are missing from here. There is no PREFERRED NETWORKS or NETWORK SELECTION option these are gryed out and cannot be accessed.

I have no idea why this may be the case, I have another Palm 750 back here with me in Australia and no probs all the settings are avilable under Phone Settings / Network Tab.

Just a shot in the dark, but I know with most US carriers your phone won't work overseas unless you subscribe to a billing plans with international roaming enabled.

International roaming for DATA is also usually a separate feature which also has to be enabled if you want to use data overseas.
