Sounds like the "new unlocked" Treo you bought is not unlocked at all.
Did you get this in a store, from Palm, or some third party like an ebay seller?
Either way, you either need to exchange it for one that is truly unlocked, or purchase an unlock code.
After too many bad attempts, it won't unlock.
If you reload the OS, I believe it will reset the unlock counter. A hard reset MAY reset it, but I'm not sure. Either way, you'll still have to get an unlock code.

Many thanks:
I tried with hard reset, but I couldn't. May be if I can get an unlock code. How I can get it?
Please.
Thanks

There are a couple of ways to get an unlock code.
If you purchased your phone from a carrier (like AT&T) with a contract, after a few months you can call them and ask the carrier for an unlock code. Then you put in a different carrier's sim and enter the code when prompted.
The other way would be to purchase a code from an online unlocking service for around $20.
However, if the phone you purchased was supposed to be unlocked to begin with, I would go back to the seller for an exchange, or some money back to cover the unlocking costs.
