Go to Settings -> Sounds and Notifications -> Notifications

From there you can change what happens at different events.

Not valid in this situation. The number of rings prior to going to voicemail is a provider thing.

I'm not sure I understand what you mean. I thought that if I set the Event: Phone: Known Caller to Ring type: Ring Once, it would ring only once, and that if I set it to Ring, it would ring more than once. Why would this be an option if it was a "provider thing?" Am I misinterpreting what this setting does?

Those settings are for what you hear when someone calls you, not how many rings they hear before going to voicemail.
