Ok. #1 - do you have Active Stink installed and running? If you do, then you have a couple of options for getting the file there.
#1) - with Active Stink running, you can place the CAB file in one of the "sync" folders and then sync it over to the device.
#2) - with Active Stink running, click on Windows Mobile Device (or whatever it is called), click on File Management and then browse the victim (device). You can then open a window on the desktop and copy the CAB file from the window on the desktop to the device using cut and pastie. I normally copy files to the card and install from there AND I normally install files to the card unless the application just insists upon living in main memory.
Open File Explorer and work your way to where the CAB file was copied. After working your way to where the CAB file was copied, tap the CAB file and that will start installing the file. You will be presented with 2 wonderful options - install to main memory or the card. I choose the card unless the application prompts me with a threat that it has to be in main memory.
Any way, after installing the file, I then delete the file. After that, you can then exit/close File Explorer, go to your start thing and look around for the application.
