It is included in Tiger. iSync 2.0 in Tiger also includes the iSync conduit. Matter of fact, they made it easier than hunting down the Conduits folder and installing. Open iSync 2.0 which resides in your Applications folder. Select Devices > Enable Palm OS Syncing. It will install the conduit.
