Can I access a Cingular tower?

Hi all. I work in a hospital where every Cingular phone gets a nice signal but Verizon folks get nothing. Can I access the Cingular tower? I called Verizon and the CS rep said she wasn't really sure. At least she was honest.

Surely there is a way to change frequencies within the phone.

Frequency isnt the only problem. Its like trying to watch TV on your toaster, cant be done.
